[TYPO3-core] Backporting of 3.8.1 changes to HEAD

Dear all,

again, this is just for your information. Nothing to vote for, sorry ;-)

After committing the 3.8.1 changes to the TYPO3_3-8 branch, I "backported" the 
missing stuff to CVS HEAD.

The patch was reviewed by Kasper, there are no documentation changes except 
one thing:

config.baseURL
Remove the "1" as a possible value.

@Kasper: I will update TSref accordingly and send it back to you after that.
