[TYPO3-core] Gremlin #1584: Add Focus in install tool login form

This is a CVS patch request.

User writes:
When you try to use the install tool (/typo3/install/index.php) the
cursor should be already in the textarea of the login form.

Solution:
added a small piece of JS code setting the focus to the login form.

Notes:
the JS is not called through onLoad because the head code in the install
tool is generated by another function and IMO it makes it a lot more
complicated to extend this head function for such a special case.
