[TYPO3-core] RFC: Feature request #1518: override admin panel values from TSConfig

Sounds like a nice feature. Don't forget to add it to the documentation of 
TSconfig! I need a complete description to copy-paste in, preferably 
delivered in an Open Office document which makes the copy-paste flawless.
