[TYPO3-core] IMPORTANT!! Broken charsets in core changes

Compare t3lib_div in HEAD with a version from 1 week ago. I don't know why 
this happens, but it is important that we fix such things.

Don't know where the problem comes from and what needs to be changed. It works 
pretty fine with the editor I'm using (kate), no changes were needed.
