[TYPO3-core] Gremlin #1570: on timeout in BE, popup appears all the time when clicking no

User writes:

When a user doesn't do anything in BE for a certain time, a JavaScript
popup window is shown asking if the user wants to re-login. If the user
clicks yes, everything works fine, but if the user clicks "no", the
popup window is shown again after about 5 seconds. This continues until
the user clicks "yes".

Solution:

- add some JavaScript code preventing the popup-window from re-opening

Notes:

- the patch is also changing the timespan when the popup is shown from
10 seconds before the session expires to 30 seconds before the session
expires, so the user has a realistic chance to click on "OK" without
having to re-enter the password.
