[TYPO3-core] Gremlin 586: User Admin can't create new user

User writes:

There should be a "create new user" button in the User Admin menue
because this is were you intuitively go, if you want to change or add a
user and everytime you realize again you have to go back to the list
menu.


Solution:

- added linked icon to user admin module in the header of the user table
