[TYPO3-core] No more changes in TYPO3_3-8 branch please!

To avoid confusion please do NOT commit any more changes to the TYPO3_3-8
branch.

For upcoming 3.8.x releases we should define some kind of workflow.

It was a little difficult for Peter and me to search through all the changes
if there were any important patches for 3.7.1 - next time this should be
much easier.

I propose to use this "workflow":
Whenever anyone makes a change in HEAD which seems to be critical or
important and should be applied to 3.8, let's post a message here so that
we can discuss.

If at least two people have confirmed that this is ok, you can commit the
change to the 3-8 branch.

OK for you? Other suggestions/opinions?
