[TYPO3-core] RFC: Remove database.sql and replace its functionality dynamically

This has been discussed last week already. I remember that someone said
Karsten should do it, however I had some spare time in the train today and
so I've made this patch.

What it does:
It creates all required tables so that the 1-2-3 installer will work without
typo3conf/database.sql (that was 1.5 MB which can be saved now).

It still allows to import *.sql files which are found in typo3conf/ to be
imported instead.

It creates the admin/password default be_user just like before *

Comments:
I may not be a very clean solution, but I tested that it works as it should.
Maybe a complete rewrite of the Install Tool would be a preferred solution,
but at the moment I continue the tinkering...

[1] I know that this should be replaced by a form, but for the moment I can
live with that. Whoever wants to change it, please step in front.
