[TYPO3-core] RFC: Some changes to t3lib_parsehtml_proc

This is a CVS patch request.

Type: (Bugfix / New feature / Code cleanup)
=> bugfix/cleanup

Description:
This is a set of small changes to the parsehtml_proc class. The patch was 
written by Stanislas, and this is probably the last time I am proposing this 
for him because he has become a core team member now :-)

Stanislas writes:
The changes correct problems that would affect any RTE. I believe that 
they do not break backwards compatibility (although they may result in 
differing content).

Michael writes:
I have reviewed the patch and think it is +1. However because of trouble with 
my testsite, I can't test it at the moment. But I see no problems with it.
