[TYPO3-core] RFC: change to override admin panel values from TSConfig - important!

Note: it is important this patch will go to CVS before the first beta is
released!

Description:
I recently applied a patch to override all admin panel values. Some
people found this interesting and suggested to expand this to support
the possibility to override admin panel values, set defaults and define
the visibility: http://bugs.typo3.org/view.php?id=1906

I don't have time to do this completely, but I would like to change the
override syntax from:
module.* to
override.* as it is more clear then and leaves the possibility to
implement default.* and show.* lateron.

Backwards compliancy is no issue here as the last patch is only in CVS
yet.

It would be great if you could take care of this quickly.
