This case is nearly pointless as it is outside of both BE and FE. The only TYPO3 script affected would be the installer. In case it makes sense for the installer to use a) this function and b) use autoConverions forceCharset is a reasonable choice.

Franz, iso-8859-1 is otherwise fine as it is the default charset of TYPO3.
