Sebastian, did you have a look at https://review.typo3.org/#/c/16197/ ? I started with a debugger extension for Chrome and improved the debug output for that. I'm not sure if a debugger UI should be implemented in the TypoScript package. IMHO it belongs to the client to extract rendering data from the output.

Maybe we can chat about that in the next days.
