[TYPO3-team-core-v5] Phoenix backend HTML

Hi Sebastian,

Adding a ViewHelper for this code totally makes sense to me, so +1 to 
that...

Would it be possible add this ViewHelper automagically to the frontend 
rendering? Or maybe make it configurable to load it yes / no? At least I 
think this should be fixed after merging the new TypoScript rendering, 
right?
