In general the I18N stuff looks nice but IMHO we should add some more functional tests, also to get a hint on how to use the API.

For example the order of parameters in the translateById method is not the best to me if you actually use it.

One additional question is, how to extend existing labels of a particular package: e.g. a simple use case would be that FLOW3 uses labels from Main internally and I want to replace a label from MyPackage. Can we do this already?
