[TYPO3-team-core-v5] Small change in Gerrit "verified" category

Hi.

The verified category now also has a range that goes to +2, so the v4 team can correctly map their workflow on Gerrit.

I opposed that change for a while but finally gave in, as it's not too weird an idea and if not used one can ignore the +1 value.

Now, that means any change needs to have a VRIF+2 to be submitted, anyone that can give +2 should thus do it, if we believe in binary works/breaks conditions. :)
