The API will be available at
 http://flow3.typo3.org/fileadmin/API/TYPO3/index.html
but needs to be brought to life by actually marking methods in TYPO3 as public API.

The manual can be found at

and is also available embedded in the FLOW3 website.

Just put some words into the TYPO3 package manual.
