Hey Bernhard,
not being an export with law myself that's how I understood it:
If you're writing code and licensing it under the GPL (or any other
license) you still hold the copyright (Urheberrecht). If it's part of a
bigger project, you could later claim that right and deny that your code
is used or published.
By signing this CLA you give your copyrights to the TYPO3 Association
and therefor cannot claim any rights for your code.
It's a measure to ensure that framework code from various
copyright-holders has one legal copyright-holder in the end, in this
case the Association.
