[TYPO3-team-core-v5] Routing rework

Hi there,

just to let you know:
I'm about to commit a comprehensive change in the Routing mechanism.
Amongst others this will fix #2342, #2126 and #1790.
If you have created your own packages and/or distributions, you will 
have to adjust your Routes to the new syntax.
Furthermore the Routes will be moved from 
Packages/Xyz/Configurations/Routes.yaml to the global Routes.yaml. In 
future "local" Routes.yaml won't be allowed anymore to avoid confusion 
(see http://forge.typo3.org/issues/show/2126).

I'll post a detailed summary of the changes to the general group once 
it's checked in.
