[TYPO3-team-core-v5] Validation: should '123' be considered a valid float?

Just to make clear the really important things: On the (german) 
Weightwatchers website you can insert both (100 and 100,3) and the 
calculation will be correct. If you use . instead of , you'll get a 
message like "The inserted weight must not be higher than 450kg. Please 
insert a valid weight." (Needless to say, you get the same, if you 
insert 450,1).
The fatest man of the world had a weight of 560kg before he lost 200kg. 
I assume he didn't loose that weight with weightwatchers online...
