Thanks to Sebastian, I have found the problem.

I have used the FLOW3-Distribution. So the FLOW3-Distribution does not 
work standalone without TYPO3CR,PHPCR,Lucene,...
This might be a problem. So the FLOW3 does not work without TYPO3v5

Now, I am using the TYPO3v5-Distribution.

But the Testing-package is not working again. The browser jumps to 
www.localhost.com/Testing/ although I have set the max_exection_time to 
90 sec.
