[TYPO3-team-core-v5] New Components configuration format

Hi all,

I just committed another important change which might / will affect  
your packages: I switched the configuration format for the Components  
configuration from .ini to .php and did a big refactoring of the whole  
parsing mechanism (which is now done by a dedicated builder class and  
not by the package manager anymore).

I don't have the documentation for that in place yet, but the names of  
the options etc. stay the same, the only thing which changed is that  
you now use PHP instead of .ini.

I adapted all packages I found in the v5 dist, so you might want to  
check their configuration to see how things are working.

If I hadn't more work on my schedule for tonight that would really be  
worth a beer ...
