[TYPO3-team-core-v5] What happens to "Public" and "Packages"?

Hi,

i might have missed something, while i couldn't follow the FLOW3 
development for a longer time. Today i wanted to continue some FLOW3CGL 
development and set up a fresh installation.

I checked out the actual FLOW3 code and searched about 1-2 hours, but 
couldn't find it out:
- Where is the Public Folder?
- Where is the Packages Folder?
- Where are the index.php and the index_dev.php?
- What happened to the .htaccess file(s)?

My little troubleshooting guide which i put in the forge FLOW3 wiki 
doesn't help me now. If you give me a hint, i'll correct it.

Am i totally blind?
