[TYPO3-commerce] RFC Feature #4980: Extended payment functionality

Problem:
The current payment API isn't flexible enough, it is for example not 
possible to show / hide different payment types depending on customer 
data (eg. chosen country).

Solution:
Extend the API, see doc/payment-api.txt for more details.

Notes:
Current existing payment extensions *should* work as before since the 
method naming did not change and the new interface 'tx_commerce_payment' 
is not enforced to be used, yet.
