translators responsible for a language have access to this server.

The trick is, that locallang arrays deployed with the extension version 
are not used anymore as soon as a language pack for an extension is 
available. This is for example the case for 'de', and that is the 
primary reason for this patch.

Afaik, it is needed to update the extension on the translation server 
(Dmitry does this regularily or by request on the list), after it can be 
translated. So, maybe after releasing a new version to TER it would be a 
good request to ask the translation team for an update on the 
translation server and maybe request translators to take care of commerce.
