[TYPO3-commerce] RFC: #11417 Static template breakes CSS-Layout

Type: Bug

Problem:
The static template includes the commerce.css adding a title to the 
<link>-tag.
This causes all other css-files not to be loaded.
Adding a title to the link-tag makes the css-File the author'S preferred 
style sheet.
All other stylesheets with different or no titles are now alternatives.

Solution:
No title should be set for the css file
