In that release it's there by design. As you know, new features are not 
added to existing releases.

Correct. The forge issue already explains why it's not needed. The only 
ones who could potentially need it are developers, but they already have 
other ways to achieve the same.
As Jan already mentioned, you could easily upload a zip in the EM 
instead of using FTP and the extension would have been reinstalled.
