In 6.2 only dependencies on system extensions, core versions and php 
versions (system dependencies) can be ignored. In the case you describe 
a dependency on div2007 is the problem.

As the message still reports that div2007 version 1.6.5 is installed 
while you mention that 1.6.9 is copied to the file system, my guess 
would be that you didn't install 1.6.9 and that TYPO3 still thinks that 
1.6.5 is the current version.
EM just looks at what's in the list of installed extensions. That list 
is updated if you remove or install an extension.
