I also don't have that logic explanation, I'll only cite, what I was 
told some time ago...

In the end, every bug should get closed.

During development (esp. successfully processed bug reports (aka. 
fixed)) are set to resolved together with "Fixed in version" and "Target 
Version".

 From time to time, the RMs sets the whole bunch of issues to closed 
(IMHO now would be a good time for the bugs fixed in 4.5's development).

As bugs, which are not fixable/reproducible have no target version/fixed 
in version, they would be never covered by the mentioned batch 
processing and thus stay resolved, but never get resolved.

Maybe sb. else from the team can enlighten us even more :)
