[TYPO3-bugs] RFC posting and bugs

Hi all,

just a short question, today I wanted to submit a bug that was already 
in and with a (for me) working patch. So I thought I give it a +1 in 
core list but apparently it was not posted there. So my question even if 
the bug report and patch are not from me, should I post a RFC (with 
credits of course) or not?
