I can repeat this bug. If you generate a user in the install tool with a 
German umlaut in the password, then you cannot login into the backend 
afterwards.
TYPO3 4.2.2

If I generate another admin and want to change the password for the 
first user, then it is stored fine and you can later log in with this 
user, but in the User Admin tool it still shows 'undefined' under password.
