Yes, remove this for extensions.

No, as a reporter you can neither open a resolved or a closed bug and 
you can neither assign another duplicate bug number.
And you cannot add any comments to an already resolved bug.
This is bad, because you are forced to reopen a duplicate report and 
cannot even add the duplicate number in this case. You might have found 
a situation where the same bug occurs again and the patch still does not 
work.
