It seems we still have the problem that users cannot add comments to bugs,
nor they can reopen them easily. Therefore, reopening bugs on user request
seems perfectly fine to me. No need to justify this!

However, the bug is closed again now since Franz already opened a new issue
(http://bugs.typo3.org/view.php?id=5655). So closing again is fine as well.
