[TYPO3-bugs] Bug #5701: linkHandler Hook Not Initialized Properly

I just opened a bug report and added a simple patch for #5701.  TYPO3
4.1.0 added a hook for linkHandlers but the initialization of this
hook did not use the global TYPO3_CONF_VARS so the hook array is
always empty.
If someone is able to review the patch and commit to Subversion, I
would appreciate it.
