[TYPO3-bugs] category for pear-extension

Hi Fabien,

we are five people adminstrating the bugtracker, however I think it's mostly 
Sebastian Kurfürst who takes care of this stuff. (Un)fortunately, he seems to 
be on holiday at this time.

So I have now created the new category, giving Daniel Brüssler developer 
access, so he can assign tasks to himself.

@Daniel: Please let me know if there are more users who need developer access.
