[TYPO3-bugs] RFC: use even more <label> tags

This is a SVN patch request

Description:

like the previous patch in December which added <label> tags for 
checkboxes and radio buttons for TCEforms this one also adds <label> 
tags. The difference is that it adds theses <label> tags to all other 
checkboxes and radio buttons in TYPO3.

With <label> tags it is possible to click the corresponding label text 
of a checkbox or radio button to change it's state. It thus increases 
the click area, makes it easier to change their state and thus increases 
usability.

The attached patch is made against trunk revision 1964 of TYPO3 4.1.
