[TYPO3-bugs] file redering problem?

Hi,
I start using typo3 from a 2 weks. So far so good!
I'm using typo3 extensions- CHC forum, JK poll, Macina Search box;
I want to translate above extensions via their language file- for someone is locallang.xml or locallang.php into Cyrillic ( bulgarian language ) UTF-8 encoding.
My typo3 is set to UTF-8, and when I insert cyrillic values in the data base all is ok. The problem is not with UTF-8 and MySQL. The problem is with this language files.
1st scenario- I want to translate CHC forum:
I rename the file etc locallang.orig.php and create new UTF-8 encoded file ( to avoid problem if file is not in UTF-8 encoding and etc ) copy the contents of the renamed file and paste into new utf file. When I change some value with cyrillic char in browser view some NOT understanable chars.
2st scenario- I want to translate index searching
I do above scenario but with one different - file is call locallang.xml Result is question marks to replaced text ( ????????? )
$TYPO3_CONF_VARS['BE']['forceCharset'] = 'utf-8'; is set to utf-8, config render is set again to utf-8.
I also add xml translation tool- in typo admin page result is ok- I view cyrillic values, in client side I view question marks ( ????? ).
3th scenario- when I add cyrillic values in non language files ( like locallang.php or locallang.xml ) cyrillic values are OK?
I have an idea- to set language file to be test.php but I can't find where is this located??
My typo3 version is 4.1.1
I also set default utf-8 encoding to the apache, and mbstring function of php. I also change iconv charset in localconf.php to utf-8. The bad result remains!
MySQL version - 4.0.24, php version 4.3.1 on debian gnu linux.
I also test this on freebsd server:

I also try with syslanguage config, config_all and etc- again same results.
