  Such team is not so far from reality actually. Requirements for
those who could join it is pretty simple:

  - desire to contribute;
  - technical knowledge on the level to be able to get newly version
from SVN repository, be able to work with patches and make tests in
general to check the issue.

  IMO, if you put message at typo3.org and few mailing lists about 
creating such team and search for those who want to be part of it - 
there would be persons ready to start...
