[TYPO3-bugs] Field "Has patch" is not visible

I'm sorry to disappoint you, but I can't see it with bugs I reported and I
submitted a file as a patch. Take for example 4206 or 3544, both were
reported by me and both have a patch-file, but I can't find a checkbox
anywhere. I'm not even able to edit the problem after hitting the
submit-button, e.g. to fix mistakes in the description or something.
