[TYPO3-bugs] Field "Has patch" is not visible

Hi all,

on http://typo3.org/teams/bug-fixing/writing-patches/ it says to mark the
checkbox "has patch" when uploading a patch for a bug. Though my eyes are
not the best (need glasses for driving and computer-work), I couldn't find
this checkbox anywhere. Perhaps somebody forgot to enable it for "ordinary
users"? ;)
