[TYPO3-bugs] RFC: use <label> tags where appropriate to enhance usability

Description:

In desktop applications it is possible to click the label of a radio 
button or checkbox to de/activate it. The <label> tag enables this for 
web form elements. By making the label of an element clickable the click 
area is enlarged and thus makes it easier and sometimes more intuitive 
to select an element.

The attached patch is made against trunk revision 1819 of 
class.t3lib_tceforms.php
The patch places <label> tags around checkbox and radio button labels.
