[TYPO3-bugs] bugtracker - lets make it public

hi all,

peter brought on this discussion a few month ago, but i think we haven't made 
any decission about this. 

at the moment there are 5727 users in the bugtracker. otu of this there are 
335 considered to be "active" by mantis. wich means they logged in at least 
once in the last few weeks. 

most of them are "one-time-visitors," wich searched for a bug, or reported 
one. 

in my opinion, we should open the bugtracker for annonymous reading, 
especially as i have 10 mails a week to "noreply@" sounding "thanks for your 
email, but i don't know what to do with that password" 

if nobody has a good point against it, i think we should open it for 
annonymous reading, but let the reporting only be possible to registered 
useres, to prevent spam ..

any issues with this ?
