[TYPO3-bugs] New status for bug tracker?

Hi!

I think we need a new status in bug tracker named "On hold". This should 
apply to issues that cannot be fixed currently because they are serious 
but occur in one specific environment or vetoed by someone or any other 
case when bug is in fact on hold. Such bugs should not be deleted but 
having them unassigned is even worse.

Examples of such bugs:

http://bugs.typo3.org/view.php?id=3313 (vetoed by Kasper but good)
