[TYPO3-workflow] Add content workflow and user rights

This occured earlier and was related to TV, and I expected it to be fixed in
the new version.

Are you using the most recent version of TV? If not, please try it out, and
if the problem is still there, file it as a bug at bugs.typo3.org.
