[TYPO3-workflow] Initiating workflows by other users

Hi,
 
I'm having problem letting other users initiate a workflow. My backend
users don't have the context-menu item 'Workflows...'. 
I couldn't find any setting in the user or group setup that would enable
it.
Is there a user TSConfig for this?
