[TYPO3-v4] really drop global extesions?

hi
i started working in production with 4.6
and discovered how it is impossibile to install/update global extensions  
(in last months i always thought it was a bug of the new EM)
then i read here http://wiki.typo3.org/Upgrade that TYPO3 "used" to have  
Global exts.
and now we should convert to only local ones.

is it really true? arent' there any motivated reasons somewhere?
(i have productions servers with dozens of sites, and i just use the  
global ext for many additional but non db-related and non mandatory  
utilities like "additional_reports, realurl_cache_cleaner"..
now i have to install them manually on each sites..

is this really the way to go?
