I tend to disagree here: With Git, you have so many possibilities of
easily moving changes between different branches (cherry-picking,
merging) that it usually is not that hard to keep two development
branches in sync - especially with our "only bugfixes" policy in the core.

What makes this hard for the core is a) the lack of really fully
automated testing, also on the UI level, and b) a suboptimal change
backport process with Gerrit. We have lots of room for improvement
here, but in principle the concept is fine.
