[TYPO3-v4] Forge project for a core team owned extension for media content providers?

Hi,

In https://review.typo3.org/1063 (issue 
http://bugs.typo3.org/view.php?id=17869 ) a request is done to add a 
media content provider to the core.

IIRC it was decided in a discussion before RFC #15699 that the core 
would not contain a long list of media content provider processing 
functions because the actual URLs change from time to time. This 
requires a lot of maintenance and needs a new patch level release to 
support the changed URL.

It is much more flexible to do this in an extension. I propose to start 
a forge project for an extension with a core team owned key to extend 
and maintain the media content provider handlers.

The reason that the key should IMO be owned by the core team is that 
this prevents the extension from being abandoned while it is still quite 
easy to add team members on forge who can have the rights to make updates.
