[TYPO3-v4] Friendly ghost - Summary of week 30

Hi dear TYPO3 community,

Here's my friendly ghost summary for last week.

Few numbers:

Open issues: 3486 (-61)
New issues last week: 62
Resolved issues: <111 (closed + last update last week)

(only counting Bugs/Features)

Important issues:
============================

A small regression has been introduced with the security update, which 
has been fixed in the meanwhile.
#28536: JSwindow-typolink URLs are encoded twice with htmlspecialchars()

A few performance-related issues have been reported:

#28514: t3lib_cache_backend_MemcachedBackend's tag-to-identifier and
   vice-versa is a performance chugger

#28485: Code that targets db's page table should use caching

#28484: t3lib_stdGraphic->getCachedImageDimensions() should leverage
   caching backend

#28481: sys_log insertions should not take processing time
