[TYPO3-v4] Announcing TYPO3 4.5rc3

Hi, i can wait for the final.
But i think there is a reason for a RC3 ;-)

I test it with svn trunk from this morning (10323):

- BE Login oK
- Flash upload in FF oK

new em
- delete sysext(felogin) oK
- upload t3x oK (the cross for delete extname in Filter field not work)
- Language Packages oK (update button not readable, half is under the 
dark gray bar)

old em
- delete sysext(felogin) failed
