[TYPO3-v4] #16740 should be tagged with "4.5-final"

Hi *,

I hope I can get my hands on this tomorrow, but if not someone else should care about it.

At the moment by default TYPO3 will not deliver valid code in html5 mode. Images have a border 
attribute, which is not allowed in HTML5.
Should not be a huge task, but really needs to be fixed in 4.5.0 imho.
